This second edition of A Practical Guide to PPP in Europe is being published at a time when the economies of Europe are bracing themselves for, at best, a slowdown in growth, or, at worst, a possible recession. With increased pressure on the public purse and a sizeable infrastructure gap across Europe that needs financing, it seems likely that European governments will make greater use of the concept of public-private partnerships (PPPs) in order to deliver much needed transport and social infrastructure.
The development of PPP programmes varies markedly between European countries due to differences in the political, legal, business and cultural context. The purpose of this book is to shed some light on these differences by examining developments in a range of European countries from a number of different perspectives. Rather than focus solely on the legal frameworks that govern the PPP process in each country, the authors have provided a much more rounded analysis that includes detailed market commentary and an assessment of the political drivers in each jurisdiction.
This book contains individual chapters on twenty Member States, including Austria, Belgium, Bulgaria, the Czech Republic, Denmark, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Netherlands, Poland, Portugal, Romania, Slovakia, Spain, Sweden and the UK (with separate chapters on England and Wales, Northern Ireland and Scotland). In addition, there are chapters on Norway, Russia and Serbia, as well as on the EU Commission’s approach to PPPs.
