    Lobbying is a global industry which thrives wherever democratic governments are established. This book straddles the globe, from the USA to Japan. It covers the Westminster and Scottish Parliaments, and the Welsh, Northern Ireland and London Assemblies. It examines the lobbying scenes in the USA and Brussels. Finally, the book also deals with Asia, and touches on the Middle East.

    PART ONE
    The introductory section. It deals with the definitions of lobbying, and also provides some historical background for the profession. It also deals with ethical aspects, and describes the various regulatory regimes.

    PART TWO
    This part deals with the mechanics of lobbying. It discusses the rationale for lobbying, and outlines the various types of lobbying programmes. It advises people on how to get a career in lobbying, and on how to appoint a lobbying company.

    PART THREE
    This covers the tools of the lobbying trade. It deals with monitoring and intelligence, and the relevant reference books. It also covers polling, relationship management, online campaigning, building coalitions, and using the media.

    PART FOUR
    This is the core of the book. It covers Westminster and Whitehall, and describes in detail how to lobby the civil service, the political parties, the House of Commons and the House of Lords.

    PART FIVE
    This section deals with other UK institutions. It tells readers how to lobby the Scottish Parliament, the Welsh Assembly, the Northern Ireland Assembly, the Greater London Authority. It also covers local government, regulators and think tanks.

    PART SIX

    About Lionel Zetter

    Lionel Zetter has been associate director of the Media Information Group, company secretary of PR+CI, managing director of Parliamentary Monitoring Services Ltd and Political Wizard Ltd, and non-executive deputy chairman of Dods Parliamentary Communications Ltd. He is a former chairman of the Government Affairs Group, and former president of the Chartered Institute of Public Relations. He is a member of the NUJ, and a Fellow of the Royal Society of Arts. In 2008 he was voted Personality of the Year by the readers of Public Affairs News and shortlisted for the PRCA Personality of the Year award.

    He is currently an independent consultant, a director of the Enterprise Forum, and vice president of PublicAffairsAsia.
